Stewardship Council

The Stewardship Council consists of philanthropic and public funders. Its role is to hold the Secretariat accountable for stewarding and developing the Reporting Norms according to a set of core values – grounded in the ISEAL Credibility Principles and Code of Good Practice for Sustainability Systems – to ensure the Reporting Norms remain credible, transparent, and trusted by stakeholders across the impact investment ecosystem.

Advisory Council

The Advisory Council provides technical input on the content and direction of the Reporting Norms. It helps ensure interoperability with other frameworks, norms, and standards, and works to balance high-quality reporting against undue burden for preparers, accommodating the capacities and realities of varied organizations across geographies, asset classes, and investor types. It is comprised of representatives from partner networks and associations and from other investor-relevant frameworks and standards. An independent Chair, Emilie Goodall, convenes meetings and works with the Secretariat to set the agenda. The Chair reports annually to the Stewardship Council.

Advisory Council membership does not imply endorsement of the Reporting Norms. Rather, Advisory Council members are invited to advocate for their organizations’ interests in the development of the Reporting Norms.

Secretariat

Impact Frontiers serves as the Secretariat of the Reporting Norms. Impact Frontiers is a nonprofit learning and market-building collaboration for investors seeking to incorporate impact into investment decision-making. The Secretariat is responsible for the day-to-day operations of the Reporting Norms, including managing consultation processes, the adopter community, and implementation guidance. Feedback on all updates to the Reporting Norms is solicited through public consultation.

Long-term vision

During 2026 and 2027, an interim governance structure is in place to guide the development and release of Version 2 (V2) of the Reporting Norms. Once V2 is finalized, a consultation process will be undertaken to inform the longer-term governance model.
